Applications should be made by the person submitting the building plan to the Council.

ATTENTION:

When submitting your application, please ensure that:

  1. The building is complete and constructed according to the building plan approved
    and a letter of confirmation from the architect, engineer, registered draftsman and
    licensed land surveyor has been obtained.
  2. All supporting letters from the technical departments have been obtained.
  3. All contribution charges have been paid.
  4. The application form (specimen form is obtainable from the Building Department)
    is duly completed.

  5. Irrigation and Drainage Department (JPS)
  6. Public Works Department (JKR)
  7. Civil Aviation Department (JPA)
  8. Deparrment of Environment
  9. Sewerage Services Department
  10. Penang Development Corporation (PDC)

All contribution charges are payable at Level 3, KOMTAR, Revenue Collection Section, Municipal Council of Penang Island.

PROCEDURE OF APPLICATION
Application forms should be duly completed and submitted to the respective area Architect at the Building Inspectorate, Building Department, MPPP, 14th Floor, Komtar. Such applications will be processed immediately and a Certificate of Fitness will be issued within 14 days.

Building owners who apply for Certificate of Fitness (for Council Type Plan houses or semi-permanent houses) should ensure that:-

  1. All building works in respect of the house have been completed.
  2. Comply all requirements of the approved plan.
  3. Forward the application (for C.F.) to the Majlis.
  4. Obtain and forward to the Majlis a certification letter from a Licensed Surveyor in respect of the positioning of the house.

Ensure all requirements of the approved plan have been complied with before making any application.

IMPORTANT REMINDER

Section 28 of the Uniform Building By-Laws 1986 states that:

"No person shall occupy or permit to be occupied any building or any part thereof unless a certificate of fitness for occupation, a partial certificate of fitness for occupation, or a temporary certificate of fitness for occupation has been issued under the By-Laws for such building and any failure to comply with this By-Law, shall render such person liable to prosecution under the Act".

You are liable to be fined not more than RM250.00 per day if convicted for the above offence.


THE PROCESS FOR SUBMITTING BUILDING PLANS

What should be done when you want to build your new dream house, renovate or build a new extension to your existing house?

You have to obtain the services of the following:

  • CONSULTANT ARCHITECT
  • REGISTERED DRAFTSMAN

The building plan should be submitted in the following order:

  • PROPOSED PLAN 10 sets (2 sets linen and 8 sets paper)
  • BUILDING FORM (4 copies)
  • SIGNATURE OF THE CONSULTANT CONCERNED
  • SIGNATURES OF THE LAND & BUILDING OWNERS
  • PAYMENT OF PLAN FEES

Make sure that the following documents are attached:

  • LAND GRANT/INTERIM TITLE REGISTER
  • VALID LAYOUT PLAN
  • LATEST QUIT RENT RECEIPT

Application should be submitted to:

ONE STOP CENTRE (OSC)
LEVEL 4, KOMTAR,
PENANG ROAD 10675 PENANG.

When the building plan has been submitted and you need to have dealings with this depart and other departments involved to obtain the latest feedback regarding your application, please ensure that you use the Plan Number given as your reference number. This is to facilitate your dealings and to ascertain that your application is processed smoothly, please get in touch with our officers from time to time. You may contact the following officers:
