Refuse
Disposal Permit
Application Procedure
- Applications for refuse disposal permit should be forwarded to the
Director of Engineering, Municipal Council of Penang Island, Level 13,
KOMTAR, 10675 Penang.
- Applicants are required to complete application form provided at the
Engineering Department's enquiries counter.
- There are two categories of permit to enter the refuse disposal site:
Daily permit RM10.00 per lorry
Monthly permit RM80 per lorry
- Each lorry entering the refuse disposal site should produce the relevant
permit for inspection by Council staff before being allowed to enter
for the purpose of disposing refuse.
Types of Refuse Disposed At The Council's Refuse Disposal Ground
The department receives all forms of refuse except the following:
- Radioactive or toxic materials
- Animal carcasses particularly pig carcasses
- Old tyres
Road Excavation Permit
Introduction
1. Under the provisions of Act 133, the Street, Drainage and Building
Act, 1974, namely Sections 40, 41 & 42, no person may excavate roads without
any permit or permission from the local authority.
2. In Penang, the area under the jurisdiction of the Municipal Council
of Penang Island covers the whole City of George Town and the Free Trade
Zone.
Application Procedure
- Send the application letter as in the format of Borang JK/PJ 1 to
the Director of
Engineering, Municipal Council of Penang Island, Level 13, KOMTAR, 10675
Penang.
- Attach 3 sets of site plans which should be coloured and signed.
- Attach 1 set of existing utility plan.
Conditions of Application
- For major or protocol roads or busy road junctions, a condition will
be imposed on the applicant to carry out works from 2400 hours until
0600 hours only or carry out micro tunneling.
- Private applications are only permitted to carry out mains excavation
work for Syarikat Telecoms and for sewerage pipes. Letters of permission
and the relevant plans approved by these agencies must be submitted
together with the application. Applications for excavation works in
respect of electric and water mains should be made through TNB and PBA.
- Contribution charges will be imposed for proposed excavation works
in newly resurfaced roads. In addition to that, a deposit is also imposed
on private applications.
- The applicant should be fully responsible for excavation and reinstatement
works in accordance with the Guidelines, specifications and conditions
stipulated.
Sanitary Installation Permit
Under the Sewerage and Sanitary Installation Bylaws, 1970, a permit is
issued where the works is in connection with the dismantling, altering
or renewal of any existing sanitary appliance, soil drain without the
inclusion of any new installation or construction.
Application Procedure
- Applicants are required to complete the application form provided
or obtain it at the enquiries counter of the Engineering Department.
- Attach 2 sets of sanitary appliance installation permit plan.
- Pay permit fee of RM5.00 for every application.
- The permit will be issued after all legal and technical requirements
have been complied with.
Permit To Repair Houses
Application Procedure
- Applicants are required to complete application forms provided or
obtain them at
the enquiries counter of the Building Departments. Please ensure that
the
following are adhered to when submitting forms:
i) A certified copy of the land grant is attached together with the
form.
ii) All the landowners have signed the form.
iii) The proposed works do not involved the construction of concrete
structures and
the reconstruction of buildings.
- Completed forms should be submitted to the Director of Buildings,
Municipal
Council of Penang Island, Level 14 KOMTAR, 10675 Penang.
- Permit fee is RM5.00 (penalty fee x 10 is imposed if works have commenced).
Note:
Buildings within the category "Heritage Buildings" are subject to the
Guidelines
regarding Building Works for Categories I & II of Heritage Buildings.
Road Digging Permit
Introduction
- Road cut permit is covered under Sections 40, 41 & 42 of the Street,
Drainage and Building Act, 1974 (Act 133). Under Section 405 no person
is allowed to dig any road reserve without obtaining a written permission
in the form of a road cut permit from the local authority.
- In Penang, the area under the jurisdiction of the Municipal Council
of Penang island covers the whole City of George Town and the Free Trade
Zone.
Application Procedure
- Submit the application as per the format of Borang JK/PJ 1 to the
Director of Engineering, Municipal Council of Penang Island, Level 13,
KOMTAR, 10675 Penang.
- Attach 3 sets of site plans showing clearly the proposed digging which
should be coloured and signed and applicant.
- Attach 1 set of existing utility plan.
Conditions of Application
- For major or protocol roads or busy road junctions, a condition will
be imposed on
the applicant to carry out works from 2400 hours until 0600 hours only.
This
condition also applies for work carried out by micro tunneling.
- Submission by private applicant are only allowed for works pertaining
to Syarikat
Telecoms, drains/culvert and for sewerage pipes. Letters of permission
and the
relevant plans approved by these agencies must be submitted together
with the
application. (Applications for excavation works in respect of electric
and water mains
must be made by TNB and PBAPP.)
- Contribution charges will be imposed for proposed digging works on
newly
resurfaced roads. A deposit is also imposed on private applications
in addition to
this.
- The applicant should be fully responsible for excavation, reinstatement
works and
maintenance of trench until such time it is surrendered back to the
Road Authority.
This is in accordance with the Guidelines, specifications and conditions
stipulated.
